About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is preparing to solicit sustainment services for the ZEUS III Laser Neutralization System fleet, with responses to a Request for Information due June 11, 2026. This procurement carries a significant competitive constraint: Parsons Government Services is the current sole-source OEM and retains all data rights to the proprietary system; software installation, updates, and maintenance will remain exclusively the OEM's responsibility, and no other entity will be granted access to perform system or software maintenance.

The scope encompasses full-spectrum sustainment for 30 ZEUS III systems in the field plus eight spare systems, globally deployed. The contractor must maintain an 85% Fully Mission Capable rate and provide Field Service Representative support worldwide for troubleshooting, inspections, maintenance, Line Replaceable Unit repair, training, and manual updates. The contractor will furnish all materials, support equipment, tools, and test equipment; replacement parts must meet or exceed original quality standards. Work must comply with DoD/Air Force security procedures under the System Security Plan. The RFI requests business information including CAGE code, NAICS code 336992 (Military Armored Vehicle, Tank, and Tank Component Manufacturing), small business certifications, and SAM registration status. Respondents must detail facility capabilities, past relevant experience, ZEUS III repair experience, technical data generation, production capacity, quality assurance processes (AS9100 or equivalent), repair procedures, configuration management, and inventory tracking. Small businesses are encouraged to describe teaming and subcontracting arrangements and recommend work areas suitable for small business set-asides. No set-aside has been anticipated to date. The work is unclassified with no foreign participation allowed.
