About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is seeking to construct a comprehensive campus security fence and access control system at the Vancouver campus of the Portland VA Medical Center through project 648-20-121. The procurement involves constructing a new perimeter security fence to replace the existing 6-foot chain-link fence, including concrete mow strips, two motorized vehicle gates, two personnel gates, and a specialized vehicle fortification system along approximately 1,100 linear feet of Fourth Plain Boulevard. The fortification consists of 3-foot tall concrete barriers designed like Jersey barriers, engineered to stop a 4,000-pound vehicle traveling at 30 mph with only surface damage to the concrete. Additional components include headlight screening for approximately 450 feet where POW/MIA Road approaches Fourth Plain Boulevard and a comprehensive camera system with designed raceways covering the entire perimeter. All construction work must occur during normal business hours Monday through Sunday while ensuring medical center operations remain completely unimpeded throughout the project duration. Interested firms must submit responses by October 14, 2025, at 12:00 PM Pacific Time, providing details on their contact information, business classification, capabilities, estimated timeline, Buy American compliance considerations, and past performance.
This opportunity operates under NAICS code 236220 (Commercial and Institutional Building Construction) with no set-aside designation currently specified, though the VA is specifically conducting market research to identify interested small businesses across various categories including HUBZone, 8(a), Small Disadvantaged Business, Women-Owned, Service-Disabled Veteran-Owned, and Veteran-Owned Small Business classifications. The estimated project value ranges between $5,000,000 and $10,000,000, representing a substantial construction undertaking for the medical facility's security infrastructure. The project encompasses significant linear footage with approximately 1,100 feet of fortified perimeter fencing and 450 feet of specialized headlight screening along the campus boundary. This Sources Sought Notice serves as market research only, with no contract awards to be made directly from responses, and the VA plans to publish a separate pre-solicitation announcement on SAM.gov following their review of submitted responses. The two-page response limitation indicates the VA's desire for concise capability demonstrations from potential contractors during this preliminary market research phase.
