The procurement involves comprehensive services including complete design by a professional engineer, demolition of existing equipment, renovations, electrical modifications with panel installation and metering, and HVAC upgrades with a new mini-split unit to meet equipment temperature and humidity requirements. This is being pursued as a sole source requirement under Federal Acquisition Regulation 6.302-5 and 38 U.S.C. 8127(c) due to the pressing need for the equipment and specialized expertise required. While this is not a request for competitive proposals, the VA will consider capability statements and responses submitted by 1400 EST on August 12, 2025. The contracting officer has determined that an award can be made at a fair and reasonable price to the selected contractor.

The contract value is $263,620 as a firm fixed-price arrangement, with construction expected to last approximately 5 weeks. Revels Contracting Services was selected due to their specialized expertise in healthcare equipment installation and familiarity with the Salem VA's infrastructure and power systems. The contracting team conducted market research and determined no other local sources in the North Carolina/Southern Virginia area expressed interest in this highly specialized medical equipment infrastructure preparation work.
