About this opportunity
The United States Naval Academy's Department of Ocean and Atmospheric Sciences is procuring one YSI Xylem EXO2 multiparameter water quality sonde through the Naval Supply Systems Command. The solicitation seeks a complete system including a handheld logger, water-quality sensors, and a 15-meter deployment cable specifically configured for shallow water research operations. The equipment will support research activities at the Severn River Watershed Observatory, faculty-led courses, and hands-on project-based learning for midshipmen in coastal and estuarine oceanography. The procurement is justified as a sole source acquisition due to compatibility requirements with existing YSI Pontoon Profiler systems and environmental monitoring network equipment already owned by the Naval Academy. Quotes are due by 10:00 AM on August 5, 2025, with the solicitation issued on July 30, 2025.
This procurement does not utilize any set-aside designation and is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The solicitation documents do not specify award values or budget ranges, focusing instead on the technical requirement for one complete water quality sonde system. Delivery is required by August 1, 2025, or within 60 days of contract award, whichever is later. The place of performance is the U.S. Naval Academy in Annapolis, Maryland. The justification emphasizes that the Naval Academy previously purchased custom Pontoon Profiler Systems using YSI equipment in 2016 and 2023, establishing YSI Xylem as the incumbent supplier with compatible systems already integrated into the Academy's research infrastructure.
Notice text
The Department of Ocean and Atmospheric Sciences at the United States Naval Academy (USNA) requires quantity (1) YSI Xylem (YSI), Inc. EXO2 multiparameter water quality sonde with a handheld logger, water-quality sensors, and a 15 m deployment cable. The EXO2 multiparameter water quality sonde will be configured for use in shallow water (<100 m) and will be deployable from a YSI Pontoon Profiler, pier side, or from a small boat to collect water quality profiles of the water column. Data collected with the EXO2 multiparameter water quality sonde will be used in support of Department of Ocean and Atmospheric Sciences Severn River Watershed Observatory (SRWO) and major courses, faculty-led, Midshipmen hands-on, project-based learning and Capstone and Independent research in the field of coastal and estuarine oceanography. The YSI EXO2 multi-parameter water quality sonde must be equipped with a full, sensor payload to measure conductivity, temperature, pressure (up to 100 meters), pH/ORP, turbidity, dissolved oxygen (DO), total algae, chlorophyll fluorescence (Chl-a), and fluorescent dissolved organic matter (IDOM) over profile depths from 0 to 100 m. The YSI EXO2 multi-parameter water quality sonde will be able to be powered by external+12VDC power. It will be rated to 100 m with a depth sensor and a central wiper to limit biofouling. The supplied YSI EXO2 multi-parameter water quality sonde will be compatible with an existing YSI Pontoon Profiler and able to accept existing wet pluggable, field replaceable USNA YSI sensors for temperature, conductivity, Salinity, Specific Conductance pH, pH/ORP, Total Dissolved Solids, Total Suspended Solids, optical dissolved oxygen, turbidity, chlorophyll, Blue Green Algae (PC & PE), and Fluorescent Dissolved Organic Matter (fDOM). In addition, the Sonde package should include a GPS-enabled handheld data logger, a 15-meter data, cable and an EXO Sonde signal to SDI-12 or RS-232 signal adapter.
