About this opportunity

The U.S. Army Corps of Engineers (USACE), Sacramento District, has issued a Special Notice regarding a firm-fixed-price sole source contract modification for the Yolo Bypass East Levee - South project located in West Sacramento, California. This notice of intent to award is being issued to Nordic Industries, Inc., though interested parties are invited to submit their capabilities and intent to the Contracting Officer by the stated deadline. The modification falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a Product Service Code of Y1LC (Construction of Tunnels and Subsurface Structures). The estimated contract value ranges between $1,000,000 and $5,000,000. The justification for the sole source award is based on 10 U.S.C. 3204(b)(B) and FAR 6.302-1(a)(2)(iii), citing that only one responsible source can satisfy the Government's requirements.

The primary objective of this contract modification is to continue temporary power operations at Pump Station 55 while implementing an additional redundant power system to ensure continuous operability of two of the three pumps and enable potential simultaneous backflushing capabilities. The redundant system will feature automatic load transfer from the lead generator to a standby generator in the event of failure, enhancing operational reliability. Interested contractors must submit their intent and capabilities to the Contracting Officer no later than November 25, 2025, at 12:00 PM Pacific Standard Time to be considered for award. The small business size standard for this NAICS classification is $45,000,000 in annual revenue. No formal solicitation package is available, and this is not a competitive bidding opportunity, though the Government will evaluate any qualified interested parties that respond by the deadline.
