About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka is soliciting repair and maintenance services for the USN ammunition transport barge YCV-19 under a Firm-Fixed-Price contract. The scope of work includes towing services, docking and undocking, underwater hull cleaning, structural and hull preservation, zinc anode replacement, main deck repair, and void preservation. Eligible contractors must be authorized to conduct business in Japan under DFARS 252.225-7042 and must hold either a current and active USN Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) from the U.S. Navy or NAVSUP FLCY. Non-holders may request an application package, though MSRA/ABR certification may require up to one year to complete. The Request for Proposal is anticipated for issuance on or about March 17, 2026, with responses due by April 15, 2026. Points of contact are Contracting Officer Peter Jommel Arrieta and Contract Specialist Josabeth Brizuela.
No socio-economic set-asides have been applied to this acquisition. The contract performance period runs from June 1, 2026 through August 31, 2026, representing a three-month maintenance and repair window for the vessel. The contractor will be responsible for transporting YCV-19 from Commander Fleet Activities Yokosuka to their facility and returning the vessel upon completion of work. While no specific award value is disclosed in this pre-solicitation notice, the fixed-price nature of the contract requires detailed cost proposals during the RFP phase. The Request for Proposal and any amendments will be posted on SAM.gov for public access.
