About this opportunity
Naval Supply Systems Command, Fleet Logistic Center Pearl Harbor, is soliciting quotations for Yamaha OEM replacement parts and engines under a brand-name-only blanket purchase agreement, with quotes due September 23, 2026. This solicitation is 100 percent small business set-aside and is restricted exclusively to authorized holders of the NAVSUP FLC Pearl Harbor Yamaha Engines and OEM Replacement Parts BPA; quotes from other sources will not be considered.
Place of performance is Pearl Harbor, Hawaii. The RFQ number is N0060426Q4109, NAICS code 333618, PSC 2895. The requirement covers CLIN 0001: Yamaha OEM Lower Unit F150XB with shipping (part number 63P-45300-17-8D), quantity 6 units, with requested delivery on or before November 27, 2026; partial delivery is acceptable. If the part number is outdated or superseded, offerors must provide the replacement part number in their quote. Bidders must notate the Navy BPA number on quote submissions.
The underlying Justification and Approval, dated November 8, 2021, establishes that all 22 Port Operations boats operated by Commander Navy Region Hawaii's Regional Boat Maintenance Center are configured exclusively for Yamaha outboard engines. Brand-name restriction is justified by operational necessity and standardization; retrofitting for alternative manufacturers would require NAVSEA approval and substantial cost, and non-OEM parts void engine warranties. The justification cites 41 USC 1901(e)(2) and FAR 13.501(a) for brand-name-only acquisitions. This is a combined synopsis and solicitation using simplified acquisition procedures, with clauses current through RFO and DFARS Publication Notice 5/17/2026.
