About this opportunity

Summary of Federal Contract Opportunity:

The Department of Veterans Affairs (VA) Technology Acquisition Center is planning to consolidate construction requirements for Veterans Integrated Service Network 1 (VISN 1), which covers New England facilities. The contract will be a Multiple Award Task Order Contract (MATOC) with the following key details:

  • Solicitation Type: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside
  • Scope: Construction services for VA Medical Centers and outpatient clinics
  • Contract Duration: 5-year ordering period
  • Estimated Total Value: Over $2 million
  • Project Types: Non-Recurring Maintenance, infrastructure modernization, and Minor construction projects

The VA has determined that consolidating these construction requirements is necessary and justified under Federal Acquisition Regulation (FAR) 7.107. The consolidation is expected to provide benefits including:

  • Improved quality of construction services
  • Reduced acquisition cycle times
  • Better contract terms and conditions
  • Enhanced support for VA's mission-critical infrastructure needs

The Request for Proposal (RFP) is anticipated to be released in late 2024, with a seven-day notice period prior to solicitation.

Notice text

The VHA PCAC requires a contract to perform Construction work for construction projects for VHA throughout VISN 1. In accordance with FAR 7.107-5, the VA intends to consolidate the Construction requirements. The consolidated effort will be solicited as 100% Service-Disabled Veteran-Owned Small Business set-aside. The consolidation of Construction requirements identified is in the best interest of the Government. This consolidation meets the requirements of FAR 7.107 and the benefits of the consolidated acquisition would exceed the benefits that would be derived from an alternative approach. Therefore, the VA found that consolidation is necessary and justified and this notice shall be available for seven days prior to the release of the Request for Proposal (RFP) for this requirement. The RFP is anticipated for release late 2024.
