About this opportunity

The Drug Enforcement Administration (DEA) has issued a Special Notice announcing its intent to award a sole source purchase order to MSAB INC for continued licensing support for previously purchased MSAB XRY products. This notice is designated as a total small business set-aside with a posting date of July 10, 2025, and responses are due by July 17, 2025. The procurement falls under the Computer and Computer Peripheral Equipment and Software Merchant Wholesalers NAICS category and involves Communications Security Equipment and Components. The DEA is proceeding under Federal Acquisition Regulation (FAR) 6.302-1(c) for limited source documentation, indicating this is not a competitive procurement opportunity. The solicitation number is D-25-L9-0022 and covers orders over $10,000 but not exceeding $250,000.

The primary objective of this Special Notice is to procure XRY and XRY Pro licenses for mobile forensic data extraction and analysis, representing a recurring requirement with a performance period from September 1, 2025, to August 31, 2026. Although this is not a request for competitive quotations, interested parties who believe they can meet the requirements are invited to submit complete information describing their capabilities to robert.j.radke@dea.gov by the July 17, 2025 deadline. The DEA's market research through GSA and SEWP confirmed that MSAB is the only available source since they do not permit resellers to offer XRY Pro products. The procurement encompasses both license renewal and purchase of new licenses for this critical mobile forensic analysis instrument used in laboratory operations. The government reserves the right to use any information provided by respondents for purposes deemed necessary and legally appropriate, while maintaining full discretion over whether to conduct a competitive procurement based on responses received.
