About this opportunity
The F-35 Joint Program Office, located in Arlington, Virginia, intends to sole-source a contract to Lockheed Martin Aeronautics under FAR 6.103-1 for XRL Integration, with capability statements due by May 21, 2026. This is a sole-source procurement with no small business set-aside.
Work encompasses establishing and equipping connectivity between a Mission Data development site at Eglin Air Force Base, Florida, and a Mission Data Validation & Verification site at Lockheed Martin Aeronautics in Fort Worth, Texas. The contractor must procure, deliver, and install hardware, software, and network infrastructure to support Foreign Military Sales Mission Data Files creation and interconnectivity between the two sites.
Offerors must possess a Top-Secret security clearance for eligibility; the Government will provide a DD-254 form if a solicitation is released. Lockheed Martin Aeronautics is identified as the sole qualified source due to its exclusive position as the F-35 aircraft's designer, developer, and integrator, along with its proprietary software and technical expertise.
The acquisition applies NAICS code 541512 (Computer Systems Design Services) with a $34.0 million small business size standard, or alternatively 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a 1,350-employee size standard. One or more items are subject to Free Trade Agreements. Contact Jonathan Chen, Contract Specialist (Jonathan.Chen@jsf.mil), or Colin McCarthy, Contracting Officer (Colin.McCarthy@jsf.mil).
