About this opportunity
NASA's Shared Services Center seeks high-purity xenon gas for electric propulsion testing at Glenn Research Center in Cleveland, Ohio, with quotations due June 30, 2026 and questions due June 29. This is a Total Small Business set-aside under NAICS 325120, requiring SAM.gov registration for consideration.
The vendor must provide pricing for three separate quantities — 10,000 liters, 15,000 liters, and 20,000 liters — at standard temperature and pressure (32 degrees Fahrenheit and 29.92 inches of mercury), all-inclusive of xenon gas, cylinder costs, and shipping to Cleveland. Xenon must meet minimum purity of 99.999% with impurity limits including oxygen (0.1 ppm), water (0.1 ppm), carbon monoxide (0.5 ppm), carbon dioxide (0.5 ppm), carbon tetrafluoride (0.1 ppm), total hydrocarbons (0.1 ppm), nitrogen (1.0 ppm), hydrogen (2.0 ppm), krypton (5.0 ppm), argon (1.0 ppm), and total impurities not exceeding 10.4 ppm.
Each cylinder must be equipped with either a rare gas valve or bellows-sealed valve with CGA 580 external connection, labeled with tare weight, and carry a minimum of one year remaining DOT certification. A Certificate of Analysis is required per cylinder, documenting xenon quantity in liters, measured impurity values, and measurement uncertainty. Cylinders failing to meet impurity specifications or lacking certificates will be rejected.
Quotations must remain valid for 30 days and include CAGE code, FOB destination, lead time, and two points of contact. Offerors must submit Material Safety Data Sheets prior to award. Award is made on lowest-price technically acceptable (LPTA) basis to a responsible offeror demonstrating compliance with all requirements.
