About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 has issued a Special Notice for a superseding lease procurement for office space in Chattanooga, Tennessee. The VA intends to enter into a new lease for 11,131 rentable square feet at 1208 Pointe Centre Drive, Suite 100, with the current lease set to expire on September 30, 2026. The procurement is being conducted under FAR 6.302-1 as a sole source acquisition, indicating only one responsible source can satisfy the agency's requirements. The new lease will be effective December 1, 2025, with a ten-year term consisting of five years firm and five years non-firm. The leased space must be located within specific geographic boundaries including I-75 to the north, Brainerd Road to the south, East Brainerd Road to the west, and Spring Creek Road to the east.

The primary purpose of this Special Notice is to conduct market research specifically targeting Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) for potential participation in this lease opportunity. While this is not a request for competitive quotes and no solicitation document is available, the government is considering alternative space if economically advantageous. Interested SDVOSB and VOSB firms must be registered in VA's Vendor Information Pages (VIP) site and possess the necessary technical skills and financial capabilities to meet the stated requirements. Eligible contractors are invited to submit Capabilities Statements for VA review, with responses due by 3:00 PM Central Time on September 5, 2025. The VA has indicated it will not pay broker fees and is legally limited to paying the appraised fair rental value for the space, while also considering factors such as relocation costs, tenant improvements, and potential agency downtime when evaluating alternatives.
