About this opportunity

The Veterans Health Administration, through Veterans Integrated Service Network 23, is procuring a sole-source real property succeeding lease for a Community Resource and Referral Center (CRRC) located at 819 Dorcas Street in Omaha, Nebraska. The procurement falls under NAICS code 531120 for lessors of nonresidential buildings and involves leasing 9,995 rentable square feet of clinical space within defined geographic boundaries: North to Grand Army of the Republic Highway, East to the Missouri River, South to I-80, and West to 50th Street. The government intends to negotiate exclusively with Victory Commercial, LLC under FAR 6.302-1 sole source authority, justifying this approach by determining that awarding to any other offeror would result in substantial duplication of costs not recoverable through competition. The procurement references detailed requirements previously published in a sources sought notice dated June 18, 2025. Comments regarding this sole source announcement must be submitted by 9:00 AM Central on August 25, 2025, to Kelsey Schulzetenberg, Lease Contracting Specialist, at Kelsey.schulzetenberg@va.gov.

This procurement does not utilize any set-aside designations and identifies Victory Commercial, LLC as the intended sole source recipient, indicating they are likely the incumbent lessor. The lease structure consists of a 20-year term with 10 years firm and 10 years non-firm, scheduled to commence on July 1, 2026. Market research conducted on June 10, 2025, using CoStar identified comparable locations to establish fair and reasonable rental rates for the Omaha area. The attached Absence of Competition Memo confirms that the VHA Lease Contracting Officer determined no systemic barriers to competition exist, and the rental rate has been deemed fair and reasonable based on recent market research. The Justification and Approval document will be made available through the Federal Business Opportunities system in accordance with FAR 6.305 requirements.
