Question 1: Can you please confirm that the X-Band Communications System is considered to be a Class D payload as defined in NPR 8705.4: Risk Classification for NASA Payloads?
Answer 1: The VIPER X-Band Communication System can be considered a Class D payload per NPR 8705.4.
Question 2: Will the two compliance matrices as requested in Section 3.7.2 of the Statement of Work be excluded from the 25-page count limit? (The Performance Specification is 67-pages, and the SOW is 45 pages in length.)
Answer 2: The two compliance matrices can be excluded in the page count limit. The page limit count will be increased to 50 pages.

FAR 52.212-2, Evaluation -- Commercial Items (OCT 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers:

Price evaluation factor will be evaluated by reasonableness of total price.
Price realism assessment will be performed utilizing the offeror's other than certified cost and pricing data. Realism will be assessed to ensure the price is realistic for the offeror to successfully perform the effort in the manner proposed in the technical approach.
