About this opportunity
NASA Johnson Space Center (JSC) White Sands Test Facility (WSTF) intends to issue a sole-source contract to Force Measurement Systems, Inc. for design, calibration, installation, integration, and validation of a thrust measurement system, with capability submissions due by 4 p.m. Mountain Daylight Time on August 12, 2026.
The agency has determined that Force Measurement Systems, Inc. is the only responsible source capable of supplying a thrust measurement system compatible with hypergolic propellants, operable at 0.1 psia, and capable of withstanding the environmental conditions within a vacuum-rated rocket propulsion test stand. WSTF requires replacement of an obsolete existing system. The Government does not intend to acquire a commercial product or commercial service under FAR Part 12.
Interested organizations may submit capabilities and qualifications electronically to Cynthia Uribe at cynthia.uribe@nasa.gov by the August 12 deadline. The Government will evaluate submissions solely to determine whether to conduct the acquisition on a competitive basis; however, a decision to proceed with sole-source procurement remains within Government discretion. NASA Clause 1852.215-84 (Ombudsman) applies to this acquisition. The Center Ombudsman listing is available at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
