The system must include a control box/CPU, vehicle detectors/sensors for three outbound lanes, a siren/audible alarm, two illuminated "DO NOT ENTER" signs, and on-site training not exceeding 8 hours for Security Force supervision. Solar-powered components are preferred, with the system designed as a standalone unit that will not connect to any Air Force networks and will provide immediate alerts when vehicles enter outbound lanes in the wrong direction. The procurement uses a Lowest Price Technically Acceptable evaluation method, assessing technical capability and past performance on a pass/fail basis, with the contract awarded to the offeror representing the best value considering technical capability, price, and past performance. Quotes were due by September 5, 2025, at 12:01 PM MST, with a 10-page limit and submission required via email to the Contracting Officer and Contracting Specialist.
This opportunity is designated as a 100% Small Business set-aside under NAICS code 334419 (Other Electronic Component Manufacturing) with a size standard of 750 employees, and no incumbent contractors are identified in the documentation. The contract structure is anticipated as a Firm Fixed-Price arrangement with a performance period of 60 days after contract award for delivery and installation of the complete system. The contractor must provide a standard one-year warranty with options for extended warranty and preventative maintenance, and all offerors must be registered in the System for Award Management. Performance will occur at Mountain Home Air Force Base, Idaho, with the system specifically designed to enhance security at the main gate by detecting wrong-way vehicle entry attempts across multiple detection areas including one at the perimeter fence and another after the Visitor Center parking lot exit road. The government has noted that funds are not currently available and reserves the right to cancel the solicitation.
