About this opportunity
The US Army Corps of Engineers (USACE), Louisville District, is conducting market research to identify qualified parties interested in constructing a new industrial compressed air plant at Wright-Patterson Air Force Base's B18 Complex. The project encompasses installation of two centrifugal air compressors (4,000 HP), two natural gas-fired air heaters (18.1 MM BTU/hr and 55 MM BTU/hr capacity), specialty steel distribution piping, valves, controls, and monitoring devices integrated with the existing control system. Interested contractors must demonstrate small business capability and experience with similar industrial construction projects, as the government is evaluating potential set-asides for small business categories including HUBZone, 8(a), Women-Owned, and Service-Disabled Veteran-Owned Small Business concerns. Evaluation will be based on responses submitted through the Market Survey Response Form, which must be received by October 31, 2025, at 1:00 PM Eastern Time. The government emphasizes that this market research is informational only and does not constitute a binding commitment to award a contract, and respondents should note that no funds are available for proposal preparation.
This procurement may proceed as either a small business set-aside (in full or in part) or through full and open competition, depending on market feedback received. The estimated project cost ranges from $5 million to $10 million with a planned contract duration of 900 calendar days. Potential contractors must demonstrate bonding capabilities and provide evidence of past performance on similar industrial construction projects. The work will include additional scope items such as excavation, demolition of existing equipment, medium-voltage electrical work, and replacement of industrial automation system controls. The opportunity falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), and the full solicitation is anticipated to be posted in the coming months following completion of this market research phase.
