- Background
The Department of Homeland Security, Office of Intelligence & Analysis (I&A), Counterterrorism Center (CTC) uses valid and complete airline flight schedules to identify trends and patterns related to aviation security. To that end, CTC requires data access and commercial off-the-shelf (COTS) software tools (one user) to view worldwide historical, current, and future air travel schedules with the functionality to customize and retain queries related to the analysis of these data to support the DHS counterterrorism and aviation security mission.
This data should be comprised of routing and capacity data of commercial air carriers. Analysts can discover what airlines service particular locations, routing of aircraft flying into and out international and regional airports, and passenger capacity based on the model of aircraft.
This data can help CTC determine potential or likely routing for persons of interest traveling by air, which is particularly valuable in analyzing the deployment of terrorist operatives for external operations. The data can also help inform tailored DHS engagement with industry or foreign partners if select airlines servicing routes more susceptible to terrorist exploitation.
