About this opportunity

The Federal Highway Administration (FHWA) intends to solicit a single source contract with the American Public Works Association (APWA) for organizational memberships, with a response deadline of June 15, 2026. This is a sole-source procurement under FAR 13.106-1(b)(1)(i); the notice explicitly states it is not a competitive solicitation, though interested parties may submit capability statements demonstrating ability to perform the requirement. FHWA seeks memberships to provide timely, accurate, and useful information about the transportation industry, new products, technology, and industry initiatives in support of the Local Technical Assistance Program (LTAP), the only federally mandated program providing professional development, training, and technical assistance to local agencies and tribal governments with road management responsibility. The notice indicates that information received will be considered solely to determine whether a competitive procurement should be conducted. Interested parties should direct inquiries to Jerry Y Danso, Contracting Specialist, at jerry.danso@dot.gov.
