About this opportunity
The National Institute on Drug Abuse (NIDA), acting on behalf of the National Center for Advancing Translational Sciences (NCATS), is conducting market research through this Sources Sought Notice to identify qualified small business sources for Workforce Automation Platform Software Renewal services. The agency requires a process automation platform that enables streamlined business workflow automation, application development, and task management with minimal coding requirements. Key technical requirements include the capability to service 251 users, provision of 251 licenses for Nintex Automation - Builder, creation of web and mobile applications with minimal code, custom reporting and analytics functionality, and integration capabilities with machine learning and third-party artificial intelligence solutions. Interested vendors must submit capability statements addressing each project requirement, total employee count, professional qualifications, any GSA Schedule or government-wide acquisition contracts, and contact information. The submission deadline is August 12, 2025, at 11:00 AM Eastern Time, with responses to be sent electronically to Andrew Varley at Andrew.Varley@nih.gov.
This procurement falls under NAICS code 513210 (Software Publishers) with a small business size standard of $34,000,000 or less in annual revenue, and no set-aside designation has been established at this time. The notice specifically seeks information about various small business categories including HUBZone, service-disabled veteran-owned, 8(a), veteran-owned, woman-owned, and small disadvantaged businesses to assist the government in determining the appropriate acquisition method and potential set-aside opportunities. The platform must accommodate exactly 251 users and provide an equal number of Nintex Automation - Builder licenses, indicating a specific organizational scope for the software deployment. This is explicitly not a formal solicitation for proposals or quotations but rather a market research effort to gauge small business capability and participation potential for the upcoming procurement. The responses will inform the government's acquisition strategy and determine whether small business set-aside opportunities are viable for this software renewal requirement.
