About this opportunity

The Department of the Navy Naval Supply Systems Command, through NAVSUP Fleet Logistics Center Yokosuka, is soliciting proposals for the replacement of the starboard propeller on the Work Boat Medium-3 (WBM-3) vessel. This firm-fixed-price contract requires contractors to remove the existing damaged propeller and install a government-furnished material propeller while adhering to original equipment manufacturer procedures and safety protocols. Eligible offerors must possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a Prime Contractor and be duly authorized to operate and conduct business in Japan. The government will evaluate proposals based on lowest total price combined with technical acceptability, with the contractor's MSRA/ABR certification serving as the primary demonstration of capability to perform the ship repair work. Proposals must be submitted no later than October 27, 2025, at 10:00 AM Japan Standard Time, with the government intending to award without discussions.

This solicitation has no set-aside designation and includes no identified incumbent contractor. No specific award value or budget range is disclosed in the solicitation documents, though offerors must complete a price proposal form detailing labor, materials, and other direct costs. The period of performance is fixed at January 1 through January 31, 2026, providing a one-month window for completing all propeller replacement work and associated deliverables. Performance will take place at Commander, Fleet Activities Yokosuka Naval Base in Yokosuka, Kanagawa, Japan. Contractors must submit multiple deliverables including documentation of propeller removal, installation checklists, technical reports with alignment measurements, Non-Destructive Testing results, and a final summary confirming work completion, with a 30-day warranty obligation to address any defects at no cost to the government.
