THIS PROJECT CONSISTS OF THE FURNISHING OF MATERIALS FOR 2 TIMBER TRAIL BRIDGES AND DELIVERY TO THE IDAHO CITY RANGER DISTRICT COMPOUND IN IDAHO CITY, IDAHO. OTHER WORK SHOWN IN THE PLANS SUCH AS REMOVAL OF THE EXISTING BRIDGES AND INSTALLATION OF THE NEW BRIDGES ON SITE IS NOT PART OF THIS CONTRACT. THIS IS STRICTLY A SUPPLY ONLY.
THE CONTRACTOR SHALL FURNISH ALL TIMBER MATERIALS AND HARDWARE AS SHOWN ON THE PLANS AND TRANSPORT TO THE DELIVERY LOCATION. PROVIDE A SET OF SHOP DRAWINGS FOR APPROVAL PRIOR TO THE START OF THE MANUFACTURE OF THE MATERIALS. PROVIDE AN INSPECTION CERTIFICATION FOR THE LUMBER FOR THE SPECIES AND GRADE, AND PROVIDE A PRODUCTION CERTIFICATION FOR THE TREATED WOOD PER FP-03 SECTION 716.

(i) This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued.
(ii) Request for Quote (RFQ) AG-0261-S-14-0008 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. Fax to 208-373-4168 or email to dearly@fs.fed.us. All firms or individuals responding must be registered with the System for Award Management (SAM).
(iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm
(iv) This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 321999 Small Business Size Standards: 500
(v) Line Item (001) 2 Each Wooden Trail Bridge, see attached specifications and drawings.
(vi) Supply and deliver 2 each Trail Bridges. Package the timber materials and hardware for each bridge in separate bundles marked with the bridge number as shown on the plans.
(vii) FOB-Destination for delivery to: Deliver F.O.B. to Idaho City Ranger District, 3833 Highway 21, Idaho City, Idaho 83631-4305 (located 39 miles north of Boise on State Highway 21) on or before May 15, 2014. All deliveries shall be made on regular workdays (Monday-Friday) during regular business hours (7:30 am to 2:30 pm),excluding official Federal Government holidays. Contractor shall notify Everado Santillan at 208-392-3735 at least 2 days prior to delivery.
Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC).
(viii) (ix) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability.
(ix) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition.
(x) The following provisions and clauses apply to this acquisition under FAR 52.212-4 Addendum: FAR 52.204-7; FAR 52.204-13; FAR 52.223-2; FAR 52.232-39; and 452.209-71.
(xi) The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, applies to this acquisition along with the following provisions and clauses under this clause: FAR 52.222-50; 52.233-3; 52.233-4; 52.209-10; 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.223-18; 52.225-1; 52.225-13; 52.232-33; 52.223-1 and AGAR 452.204-70 and 452.209-70;
(xii) The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items, applies to this acquisition.
(xiii) The clause at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, applies to this acquisition. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov . If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.
