About this opportunity

The Department of the Army Corps of Engineers Engineering District Pittsburgh is seeking contractors to perform a comprehensive roof replacement project at the Bossard Building located at Woodcock Creek Lake. The scope of work includes complete removal and disposal of existing roofing materials, shingles, gutters, downspouts, flashing, pipe boots, drip edges, and roof felt across the entire roof structure. Contractors must replace these components with new roofing underlayment, ice barrier, shingles, ridge cap, pipe boots, louvered attic vents, and flashing around all roof penetrations, while also installing new aluminum seamless gutters with gutter guards and downspouts on all eaves. The project requires installation of a cricket in the valleys between the entrance foyer roof and adjacent octagonal roofs to ensure proper drainage, with all materials meeting specification requirements and being new. The solicitation was posted on October 3, 2025, with proposals due by October 24, 2025.

This opportunity is designated as a Total Small Business set-aside under NAICS code 238160 for Roofing Contractors and PSC category Y1QA for Construction of Restoration of Real Property. The work will be performed at the Bossard Building located at 22079 PA-198, Saegertown, PA 16433, which appears to be a recreational facility managed by the Army Corps of Engineers. The solicitation references detailed construction drawings in Attachment 2 and representative photos in Attachment 3 to provide contractors with visual documentation of the building structure and current roof conditions. No specific contract value, timeline for completion, or incumbent contractor information is provided in the available solicitation details. The project involves both the main building structure and restroom facilities, suggesting a moderately-sized commercial roofing project at a public recreation area.
