About this opportunity
The U.S. Department of Agriculture Animal and Plant Health Inspection Service Wildlife Services is seeking wolf capture, depredation investigation, and training services. This procurement will be executed as a noncompetitive contract under FAR Model Deviation Revolutionary FAR Overhaul (RFO) 12.102(a), justified on the basis that only one responsible source exists to meet agency requirements. The contract will be structured as a firm fixed-price, Indefinite Delivery, Indefinite Quantity commercial services agreement. While specific evaluation criteria are not detailed in this pre-solicitation notice, the agency has determined that the incumbent source uniquely satisfies its specialized requirements for wolf management services. The solicitation package will be distributed via email, and interested parties should direct questions to Contracting Officer Jeanine Goral at Jeanine.J.Goral@usda.gov by the March 30, 2026 deadline.
This opportunity is designated as a Total Small Business set-aside. Edward Zydzik, operating from Phillips, Wisconsin (UEI: JY8SHE5N1NU7), has been identified as the sole responsible source for this requirement. The contract will have a five-year performance period, divided into five consecutive twelve-month ordering periods, with an anticipated effective date of April 8, 2026. No specific award value or budget range is disclosed in the pre-solicitation notice. Although this is announced as a noncompetitive procurement, all responsible sources are permitted to submit quotations for consideration, and the solicitation is issued unrestricted per FAR Model Deviation RFO 12.201-1(c)(2).
