About this opportunity
The Department of the Army Materiel Command is seeking qualified wireless service providers to supply comprehensive telecommunications services to the 2nd Theater Signal Brigade in Germany. This pre-solicitation notice invites established Blanket Purchase Agreement (BPA) holders on the European Theater Wireless BPAs to provide voice, data, and messaging services to approximately 13,000 service lines. Prospective vendors must demonstrate the capability to transition active phone numbers within 24 hours of request, utilize physical SIM cards, and provide a detailed transition plan showing readiness prior to the Period of Performance start date of August 1, 2026. Award will be made to the lowest price BPA bidder that is most advantageous to the Government, with an anticipated award date no later than July 31, 2026. Interested parties should note that the pre-solicitation notice was posted on April 15, 2026, with a due date for questions or interest submissions by April 30, 2026.
This opportunity has no set-aside designation and is restricted to existing BPA holders, meaning no new vendors may submit responses outside the established agreement framework. The scope of work was amended on April 15, 2026, to increase the estimated service lines from 2,500 to 13,000, reflecting a significant expansion of the required service footprint. All vendors must maintain full compliance with Section 889 of the National Defense Authorization Act for Fiscal Year 2019 regarding prohibited equipment and services. The contract will utilize a Blanket Purchase Agreement mechanism under Revolutionary FAR Overhaul Part 12 procedures, streamlining the procurement process for the Army. Although specific budget information is not disclosed in the pre-solicitation notice, the 13,000 service line requirement over the contract period suggests a substantial procurement value.
