About this opportunity

The U.S. Fish and Wildlife Service is seeking a small business contractor to perform wiregrass planting and seed collection services at St. Marks National Wildlife Refuge in Florida. The solicitation (No. 140FS325R0002) calls for procuring and planting approximately 25,575 containerized wiregrass seedlings per acre across 30 acres of reclaimed old fields to support ecosystem restoration efforts. Contractors must have an active System for Award Management (SAM) registration and register with the Treasury's Invoice Processing Platform. The government will evaluate quotes based on a subjective assessment of technical merit, past performance, and price, reserving the right to select a non-lowest priced offer if other factors provide superior value. Key submission dates include a site visit availability, with questions due by May 22, 2025 at 2:00 PM EDT and quote submissions due by May 20, 2025 at 2:00 PM EDT.

The contract is a 100% small business set-aside under NAICS code 115310 with a size standard of $34 million for support activities for forestry. The performance period runs from July 7, 2025 to December 31, 2026, with a firm fixed-price structure for the project. The scope requires the contractor to provide all necessary personnel, equipment, and materials for wiregrass seedling procurement and planting, with the government providing site preparation and project area access. The performance requirements specify that plant densities must fall within 1.5% of the contract-specified rate, with on-site inspections conducted by the Contracting Officer's Representative to ensure compliance. The project will take place in Wakulla County, Florida, specifically at the St. Marks National Wildlife Refuge, and supports the refuge's restoration goals by creating a reliable source of native ground cover seed for future ecological restoration projects.
