About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure two wing assemblies for aircraft, identified by NSN 7R-1560-016002718-QE. This pre-solicitation notice indicates a specialized procurement requiring engineering source approval from the design control activity to maintain part quality. The acquisition involves unique design capabilities and manufacturing/repair knowledge that are not economically available to the government. Potential contractors must submit detailed information from the NAVSUP Weapon Systems Support Source Approval Information Brochures to be considered. All proposals must be received within 45 days of publication (by March 10, 2025), and the government intends to negotiate with only one source under FAR 6.302-1 authority.
The pre-solicitation does not indicate a specific set-aside designation, and no incumbent contractors are named. While the exact award value is not specified, the procurement is for two aircraft wing assembly units to be delivered FOB origin. The opportunity is subject to Free Trade Agreements and potential Buy American Act provisions, as indicated by potential DFARS clauses 252.225-7036 and 252.225-7021. The contract is considered flight-critical, meaning technical data and source approval are paramount to the procurement process. Interested contractors must demonstrate significant technical qualifications and engineering capabilities specific to aerospace manufacturing, with a robust source approval process that may extend the typical procurement timeline.
