About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support office in Philadelphia is procuring windshield replacement parts through a sole-source acquisition from Sikorsky Aircraft Corp, the original equipment manufacturer. The government is seeking two units each of two windshield NSNs (1RM 0000 LLF02N253 H5 and 1RM 0000 LLF02N254 H5) with delivery on a FOB Origin basis. This procurement is being conducted as a sole-source acquisition under 10 U.S.C. 2304(c)(1) because Sikorsky Aircraft Corp is the only known source capable of providing these parts and the government does not own the technical data necessary to procure them from alternative sources. While the government intends to negotiate with Sikorsky Aircraft Corp as the sole responsible source, all interested firms may submit capability statements, proposals, or quotations within 35 days of this notice for consideration. The procurement will be conducted under FAR Part 15 procedures rather than commercial item acquisition rules, with a May 8, 2026 deadline for submissions.

This pre-solicitation notice carries no small business or other set-aside designations. Sikorsky Aircraft Corp (CAGE Code 78286), classified under NAICS code 333998, is identified as the incumbent and intended awardee for this sole-source procurement. Any firm not already approved as an authorized manufacturer must submit a Source Approval Request, though the government has indicated this procurement will not be delayed pending SAR approval. The contract involves the acquisition of only four windshield units total (two of each NSN), with delivery required from the point of origin. No specific contract value or budget range is disclosed in this pre-solicitation notice, and the relatively modest quantity suggests this will be a low-dollar order for replacement parts supporting naval aircraft systems.
