About this opportunity

The Department of State's U.S. Embassy Tokyo is soliciting quotations for window sash restoration services at the U.S. Consulate General Mansfield Housing Compound in Nishinomiya, Hyogo, Japan. The project requires removing existing single-pane window sashes and installing new double-pane PRESEA-H H-6 insulated grade sashes manufactured by LIXIL or equivalent across multiple rooms including bedrooms, living areas, kitchen, and service rooms to meet current building codes for condensation reduction. Contractors must be registered in the System for Award Management (SAM) database prior to quotation submission, and the government intends to award a purchase order to the lowest-priced, technically acceptable quoter without discussions unless necessary. A pre-quotation conference and site visit was scheduled for June 12, 2025, and quotations must be submitted electronically to Ayaka Ogawara at OgawaraAX@state.gov by 10:00 a.m. Japan Standard Time on July 1, 2025. The solicitation was amended on June 18, 2025, to include a Questions and Answers section and remove a certification requirement.

This opportunity does not utilize any set-aside designation and no incumbent contractors are identified in the solicitation documents. While specific award values are not disclosed, the project involves window replacement work across multiple floors and rooms of a residential compound facility. The contractor must complete all on-site work within 30 working days or 45 calendar days, with construction anticipated to occur between November and December 2025, and each individual sash replacement must be completed within one working day. The contract will include a one-year warranty on all completed work and materials, with performance taking place at the housing compound located in Hyogo, Japan. Additional work requirements include installing window films, silicone caulking, and insect screens as part of the comprehensive window restoration project.
