About this opportunity

The U.S. Army Corps of Engineers, Portland District is seeking information to inform a potential small business set-aside for the seismic and safety upgrades to the Willamette Falls Locks in Oregon. The project scope involves stabilizing the masonry guard lock wall, concrete canal basin wall, and two masonry miter gate monoliths using post-tensioned rock anchors, reinforced concrete, and steel rods. Responses to the sources sought notice were due by December 18, 2020 and should include the firm's experience with similar projects involving concrete cutting, anchor removal and installation, and construction management in constrained areas.

The acquisition is designated for total small business set-aside and the NAICS code is 237990 with a size standard of $39.5M. The estimated value for construction is between $1M-$5M, to be completed from January 2022 through December 2022. Site access is very limited, requiring passage through private property and over a 15,000lb bridge, and construction must be performed without disrupting existing aquatic corridor flows near the historic locks. Responses were to include the firm's small business category and bonding level to inform the agency's market research and potential set-aside decision.

Update #4 · Latest ·

This announcement is a Pre-Solicitation Synopsis. This is not a Request for Proposal (RFP) or Invitation for Bids (IFB). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.

The U.S. Army Corps of Engineers (USACE), Portland District (NWP), is refurbishing all Trashracks at the Bonneville Lock & Dam located at Cascade Locks, Oregon.  The function of the Trashracks is to prevent large debris from entering the intakes of the dam and damaging the turbines. The Trashracks at the Bonneville Dam were originally installed in 1937 and are now 83 years old; based on remote operated vehicle (ROV) inspections, most of the Trashracks that can be seen, appear to be in reasonable shape. It is noted that these racks have likely experienced little in the way of loading and that the steel has not experienced any significant loading cycles.

The Bonneville Dam 1st Powerhouse has ten (10) Main units and one (1) Station Service unit requiring repairs and/or new intake Trashracks. Each Main unit consist of three (3) slots, and each slot has six (6) racks – one (1) top and five (5) bottom racks. The Station Service unit has one (1) top rack, four (4) intermediate racks, and one (1) bottom rack.

It is anticipated the repair/replacement period of performance will be from September 2021 to November 2022.  Installation will be performed at scheduled intervals, within time periods that do not interfere with dam operations.  The NAICS Code for this requirement is 332312, Fabricated Structural Metal Manufacturing, and the Product Service Code will be Z2KA, Repair or Alteration of Dams. This requirement is a 100% Total Small Business Set-Aside, and will be solicited as an IFB under FAR Part 14.

A formal solicitation will follow this announcement on or around 26 July 2021 with bids due 30 days after the advertisement period.  Target award is anticipated on 03 September 2021, with target delivery dates and installation by November 2022 (to include pre-work submittals and material lead times in consideration).

Work Requirement:

The U.S. Army Corps of Engineers, Portland District, intends to issue an Invitation for Bids (IFB) No. W9127N21B0009 for the Bonneville Dam, Trashrack Rehabilitation. This contract will include the fabrication of 30 New Trashracks with Vinyl Coating, 24 Trashracks for the Main Units (Bays), and six (6) Trashracks for the Station Service Unit (Bay). Once the current Trashracks are replaced with new Trashracks, the old Trashracks will need commercial sandblasting, new vinyl coating, and return delivery to the Bonneville Lock and Dam. This project will also require the offeror to provide Diving Services for removal and installation of all Trashracks at both the Main units and the Service Station.

Update #1 ·

Synopsis:

1. General. This is a SOURCES SOUGHT and is for informational/market research purpose only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.

2. Contract Information: The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the Willamette Falls Locks (WFL) Seismic and Safety Upgrades. The proposed project will be a competitive, firm-fixed price (FFP) construction contract. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside acquisition strategy decision.

This Source Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry.

3. Project Description. The U.S. Army Corp of Engineers, Portland District, has a requirement to provide seismic and safety upgrades to the Willamette Falls Locks in Clackamas County, Oregon. This project will provide minimum repairs in order to reduce risks of an uncontrolled release of the Willamette Falls pool in the event of a seismic event and meets the constraint of maintaining the existing flow within the aquatic corridor near and around the Willamette Falls for Endangered Species Act related concerns.

The work is anticipated to occur from January 2022 through December 2022.

The estimated Magnitude of Construction for this project is between $1,000,000 and $5,000,000.

The following information discusses critical features and notable constraints involved with this project.  However, this section does not capture all of the expected scope, nor does it incorporate final design solutions.

Structural Scope:

  • The scope of this project is to stabilize the masonry guard lock wall, the concrete canal basin wall, and two masonry miter gate monoliths.
  • For the masonry guard lock wall and monoliths, this will include placing post-tensioned rock anchors, placing reinforced concrete, and anchoring steel rods to the existing masonry.  This will all be done in an area with limited access during a limited construction window.  The work site will be wet and managing water will be important.
  • For the canal wall, this will include demolition of concrete on metal deck, removal of existing post-tensioned steel rock anchors, installation of new post-tensioned steel rock anchors, and rebuilding the concrete on metal deck to match existing conditions.

Construction means and methods generally include, but are not limited to:

  • Concrete cutting/demolition
  • Existing post-tensioned rock anchor removal
  • Vertical drilling/coring in concrete with depths of 50 to 100 feet
  • Grouting of existing concrete
  • Horizontal drilling through masonry wall and patching of the hole
  • Rebar preparation, concrete form construction, concrete placement
  • Management of water through a construction site

Constraints:

  • Access to the site is limited. To access the site by land you must pass through private property not owned by USACE.  The only access route is over a bridge that has a 15,000lb weight limit.  Access includes passing through an active warehouse and other obstructions which limits the size of equipment and frequency of access. Because of this, large equipment will be difficult to get to the site.
  • Access could be achieved with a barge, but only from the upstream side of the lock.  Because the lock is not operational, no watercraft access is available from the downstream side.
  • Access to the PGE forebay, which will be required for stabilization of the guard lock, will be limited in duration and will likely occur during the winter.
  • The lock is a historic site, and care must be taken to maintain the historical nature of the site.

Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company’s ability to perform this requirement when making procurement decisions
