About this opportunity
The Air Force Research Laboratory (AFRL), in coordination with the Air Force Institute of Technology (AFIT) and Air Force Technical Applications Center (AFTAC), has issued a Special Notice regarding their intent to award a sole source contract to John Wiley & Sons for the Wiley Online Library electronic books collection. This Department of the Air Force Materiel Command Research Laboratory procurement seeks access to over 25,000 scholarly and professional books, dictionaries, companions, handbooks, and book series that support warfighting technologies for air, space, and cyberspace forces. The government has determined through market research that no comparable alternative sources exist with equivalent scientific and technical content. The collection provides critical research materials for scientists, engineers, and faculty within these defense organizations. The contract will be structured as a Firm-Fixed-Price order with a 12-month performance period and permanent ownership rights to selected titles.
The primary purpose of this Special Notice is to provide other contractors an opportunity to demonstrate their capability to provide comparable services before the government proceeds with the planned sole source award on or about August 20, 2025. Interested contractors must submit capability statements, proposals, or quotations by 0900 EST on August 5, 2025, to Stephen J. Wenclewicz via email, with responses limited to 10 pages. Respondents must include contact information, business size classification, socioeconomic status, CAGE Code or DUNS Number, and demonstrate how their product meets the government's specified characteristics for scholarly and professional electronic book collections. The government retains full discretion to determine whether to compete the requirement and may consider a small business set-aside under FAR 52.219-14. This notice falls under NAICS code 519210 (Libraries and Archives) and represents the government's effort to ensure market competition while addressing their unique research and technical information requirements.
