About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice for the provision of support to the Wide Swath Radar Altimeter (WSRA) operations on the NOAA P-3 aircraft during the 2024 Hurricane Season. NOAA intends to negotiate a sole-source contract with ProSensing, Inc. out of Amherst, MA, under the authority of FAR 13.106-1(b)(1), to provide the required support.

The purpose of this Special Notice is to announce NOAA's intent to award a sole-source contract to ProSensing, Inc., the designer and developer of the WSRA hardware and software under a previous NOAA SBIR program. The period of performance for the contract will be from the date of award through April 30, 2025. While NOAA is not requesting competitive proposals, the agency will evaluate any documentation submitted by firms that believe they can fully meet the government's requirements within 15 days of the publication of this notice, solely for the purpose of determining whether to conduct a competitive procurement. NOAA's decision not to conduct a competitive procurement based on responses to this notice is at the sole discretion of the government.

***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Office of Oceanic and Atmospheric Research (OAR), Physical Sciences Laboratory (PSL), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with ProSensing, Inc. out of Amherst, MA to provide support to the WSRA (Wide Swath Radar Altimeter) operations on the NOAA P-3 during the 2024 Hurricane Season.

***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that ProSensing designed and built the hardware and developed the software for the WSRA under a NOAA SBIR. SBIR Title: Operational Wide Swath Radar Altimeter Phase I – contract # DG133R05CN1194; Phase II – contract # DG133R06CN0204. At this point, this complex instrument is one of a kind and ProSensing is the only company with sufficient knowledge of the instrument to be qualified to repair, test, and operate it. ProSensing owns the source code of the real-time front-end WSRA processing module and is therefore their intellectual property. Period of performance date of award through April 30, 2025.

HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
