About this opportunity
The Department of the Army Corps of Engineers Engineering District Louisville is conducting a market survey for a Design-Bid-Build construction project at White Sands Missile Range in Las Cruces, New Mexico. The project involves constructing a comprehensive microgrid system that includes a 600-kW solar photovoltaic array mounted on newly built carports, a 670-kW propane generator power plant, and a battery energy storage system with 500 kW/2000 kWh capacity. The microgrid will transform an existing parking lot into a clean energy hub with solar carports equipped with lighting and preparation for future electric vehicle charging stations. Infrastructure upgrades will encompass new electrical lines, fiber connections, extended security fencing, and modernization of the Reverse Osmosis system with upgraded control panels. The purpose of this pre-solicitation notice is to determine if sufficient small business interest exists to potentially set aside the future solicitation for small business participation, with responses due by October 2, 2025.
This opportunity currently has no set-aside designation, though the market survey specifically seeks responses from Small Business, HUBZone, 8A, Woman-Owned Small Business, or Service-Disabled Veteran Owned Small Business concerns to evaluate potential set-aside eligibility. No incumbent contractors or current service providers are mentioned in the notice. While the estimated cost range information appears to have been cut off in the provided description, the scope indicates a substantial infrastructure investment given the scale of the microgrid components and associated construction requirements. The contract duration is estimated at 729 calendar days, reflecting the complexity and magnitude of installing multiple integrated energy systems, constructing carport structures, and completing extensive electrical and security infrastructure upgrades. The project falls under NAICS code 237130 for Power and Communication Line and Related Structures Construction, indicating the specialized nature of the electrical and utility construction work required.

Description:
A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service-Disabled Veteran Owned Small Business and you are interested in this project please respond appropriately.
Project Location: White Sands Missile Range (WSMR) - Las Cruces, New Mexico
Project Description: Design-Bid-Build Construction project. The microgrid project consists of constructing a microgrid system that includes a propane generator power plant, a battery energy storage system (BESS), and integration of a carport-mounted solar photovoltaic (PV) array.
This exciting new project brings a major boost to energy resilience and sustainability. It will introduce a 600-kW solar photovoltaic (PV) system mounted on newly built carports in the heart of the cantonment area, transforming an existing parking lot into a hub of clean energy. These solar carports will be equipped with lighting for nighttime visibility and will be ready for future electric vehicle (EV) charging stations.
To support reliable power, the project also includes 670 kW of propane generators and a battery energy storage system (BESS) with 500 kW/2000 kWh capacity. These systems will work together as part of a microgrid, helping ensure consistent energy supply even during outages.
Infrastructure upgrades will include new electrical lines, fiber connections, and an extended security fence around the microgrid equipment. The solar and battery systems will feature advanced components like inverters, transformers, and communication controls, all designed for efficiency and safety.
As part of the modernization effort, the Reverse Osmosis (RO) system will also receive upgraded control panels with reduced voltage soft starters, improving performance and reliability.
Contract duration is estimated at 729 calendar days. The estimated cost range is between $25,000,000 and $100,000,000. NAICS code is 237130.
