About this opportunity
The United States Army Corps of Engineers, Portland District is conducting a sources sought notice for the White City VA Southern Oregon Rehabilitation Center and Clinics (SORCC) Seismic Upgrade project. This market research effort seeks to identify potential sources capable of providing brand name or equivalent items for a future Design-Build solicitation (W9127N25RA034). The notice is issued under the authority of Federal Acquisition Regulation (FAR) 6.302-1(c)(2) and Defense Acquisition Regulation Supplement (DFARS) 206.302-1(c)(2), which permits the use of brand name or equal descriptions when only one responsible source can satisfy agency requirements. The primary objectives are to notify potential offerors of the Government's intent to include proprietary components, identify qualified sources capable of providing brand name or equivalent items, and determine whether the market can provide equivalent alternatives. The deadline for responses to this sources sought notice is November 17, 2025, and respondents should note that no reimbursement will be made for costs associated with providing information in response to this notice. If the market survey indicates that equivalent products are unavailable, the Government will issue a Brand Name Only or Equal Justification in accordance with applicable regulations.
This pre-solicitation notice carries no set-aside designation and does not identify any incumbent contractors or current service providers. The notice provides no specific award value or budget range information in the materials provided. No numerical details regarding quantities of goods, equipment specifications, or project timelines are included in this sources sought notice, as the document is intended solely for market research purposes to establish the availability of brand name or equivalent items before the formal Design-Build solicitation is released. Interested parties should monitor for the subsequent Design-Build Request for Proposal under solicitation W9127N25RA034, which will contain detailed project specifications, requirements, and evaluation criteria. This project falls within the Commercial and Institutional Building Construction category (NAICS 236220) and represents a construction-related procurement by a Defense agency.
