About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 42 Wheel Half Assembly units, identified by NSN 7R-1630-017060904-P8, with delivery specified as FOB Origin. This pre-solicitation notice indicates a critical procurement for aircraft wheel and brake systems that requires strict source approval from NAVSUP Weapon Systems Support (NAVSUP WSS). Potential contractors must submit comprehensive technical data based on their production experience with similar items, and those without previous approval must complete a detailed source approval process. Offers will not be considered if they fail to provide all required documentation from the Source Approval Brochure. The government emphasizes that if source approval cannot be processed quickly enough to meet fleet support needs, award may proceed based on critical operational requirements. Interested parties have 15 days from the notice date (February 6, 2025) to identify their capability to satisfy the requirement, with final proposals due by March 24, 2025.

The procurement does not have a specific small business set-aside designation, and no incumbent contractors are mentioned in the notice. While a precise award value is not specified, the contract involves 42 units of a specialized aerospace component with significant technical complexity. The procurement follows a non-commercial acquisition approach, meaning standard commercial item acquisition policies will not apply. Technical data submissions and source approval will be critical evaluation criteria, with a focus on vendors who can demonstrate capability to produce flight-critical components. The Navy's acquisition strategy prioritizes fleet readiness and technical validation over traditional competitive bidding processes. Potential vendors must navigate a rigorous approval process that includes submitting detailed technical documentation and potentially undergoing extensive review by NAVSUP WSS before being considered for contract award.
