About this opportunity
Defense Media Activity issued a Notice of Intent to Sole Source/Sources Sought Synopsis on August 7, 2026, for Wheatstone Corporation to provide commissioning support, configuration, and training services for Enterprise Radio Automation System and Audio over Internet Protocol systems at WMA Headquarters in Fort Meade, Maryland, with responses due by 2:00 PM EST on August 14, 2026. The procurement is set aside for Total Small Business.
Market research determined that Wheatstone, as the Original Equipment Manufacturer, is the sole source capable of providing the required factory-direct technical configuration and operator training for WMA-owned Wheatstone hardware and software originally established under contract HQ051626CE004. No authorized third-party dealers are permitted to provide this level of service; procuring from unauthorized vendors would void existing warranties and jeopardize ongoing system support. The work addresses complex system integration requirements tied to a DISA-mandated Windows OS migration and covers hands-on technical work including system configuration, troubleshooting, and verification. Performance runs from September 24, 2026, through April 23, 2027 (7-month base period). The estimated award amount does not exceed the simplified acquisition threshold, and work is classified under NAICS 541330 (Engineering Services) and PSC R425 (Support—Professional: Engineering/Technical). Interested sources must submit capability statements, proposals, or quotations to Contract Specialist Michael Brasseur (Michael.l.brasseur.mil@mail.mil) and Contracting Officer Shawnte Miles (shawnte.l.miles.civ@mail.mil) with subject line "NOI - Wheatstone Onsite Support and Training."
Notice text
This follow-on action adds support, configuration, and training services directly related to the original work. Wheatstone engineers will perform hands-on technical work using the same core technical skills (system configuration, troubleshooting, and verification) on the exact same equipment. All work remains strictly within the technical domain of Enterprise Radio Automation System (ERAS) and Audio over Internet Protocol (AOIPRS) support.
This effort specifically addresses complex system integration requirements related to a recent DISA-mandated Windows OS migration. The Contractor will evaluate existing setups, implement necessary configuration changes, and provide hands-on operator training for the ERAS and AoIP systems at the WMA headquarters facility in Fort Meade, Maryland.
Market research determined that Wheatstone Corporation is the only source capable of providing the required commissioning, support, and training for the WMA-owned Wheatstone hardware and software (originally established under contract HQ051626CE004). As the Original Equipment Manufacturer (OEM), Wheatstone has confirmed there are no authorized third-party dealers permitted to provide this level of factory-direct training and technical configuration. Furthermore, procuring these services from any unauthorized vendor would explicitly void the existing warranties and jeopardize ongoing support for these critical systems.
