About this opportunity
The Bureau of Land Management's Upper Snake Field Office seeks drill seeding services on 3,684 acres of rangeland at Horse Butte near Idaho Falls, Idaho, with proposals due June 19, 2026. The procurement is a Total Small Business Set-Aside under NAICS 115112 (Soil Preparation, Planting, and Cultivating), with a small business size standard of $9.5 million.
Place of performance is Blaine and Power Counties, Idaho. The contract is firm fixed-price, with performance from October 1 through November 30, 2026. Work must commence within three calendar days of government notification of favorable weather and ground conditions and be completed within 61 calendar days of initiation. The contractor must furnish all labor, equipment, tools, materials, supervision, and supplies. The government will provide approximately 39,450 pounds of mixed native seed; the contractor is responsible for loading, hauling, and managing it. Work is limited to six days per week during daylight hours only, and an on-site Contractor Representative fluent in English must be present at all times.
Payment is on a per-acre basis at the unit price bidders provide in the Pricing Schedule, calculated against actual acres satisfactorily treated as measured from ArcGIS polygons. Deliverables include a performance/work plan, crew manifest, weekly progress reports, and loading records. Uniform coverage must achieve 95% acceptable quality level with GPS tracking in UTM NAD 1983 Zone 12N format. Compliance with OSHA safety standards, Idaho State Fire Prevention Laws, and equipment rollover protection structure requirements is mandatory.
Evaluation uses best-value trade-off analysis weighting technical factors greater than price. Technical evaluation criteria include seed application methods, work schedules demonstrating 61-day completion, quality control and safety processes, available equipment descriptions, and demonstration of minimum three recent relevant projects completed within five years. Wage Determination No. 2015-5507, Revision 28 (effective May 13, 2026) applies to Bonneville, Butte, and Jefferson Counties, setting mandatory minimum wage rates with fringe benefits and eleven paid holidays annually.
