About this opportunity
NASA/GSFC requires three Shoreline Resiliency Studies at Wallops Flight Facility, including a Physical Habitat Assessment, a Physical Habitat Impact Assessment, and an Ecological (Migratory Bird) Impact Assessment. These studies will monitor and model the impacts and best practices for future shoreline stabilization and coastal resiliency efforts from both physical and ecological perspectives. The contract for these studies is intended to be issued to the Virginia Department of Wildlife Resources, with interested organizations invited to submit their capabilities and qualifications by August 18, 2023.

NASA/GSFC has a requirement for (3) Shoreline Resiliency Studies at Wallops Flight Facility (WFF). The studies include (1) Physical Habitat Assessment, (2) Physical Habitat Impact Assessment, and (3) Ecological (Migratory Bird) Impact Assessment.
The Physical Habitat Assessment monitors both pre- and post-shoreline disturbance recovery of the physical beach and nearshore system, and models impacts and best practices for future shoreline stabilization and coastal resiliency efforts from a physical perspective.
The Physical Habitat Impact Assessment quantifies hydrodynamic and sediment-transport processes along Wallops Island under background conditions and in association with planned future shoreline resiliency activities.
The Ecological (Migratory Bird) Impact Assessment collects migrant shorebird and prey data; models the distribution and abundance of shorebirds and prey in relation to the physical environment; and models impacts and best practices for future shoreline stabilization and coastal resiliency from an ecological perspective.
NASA/GSFC intends to issue a sole source contract to acquire the studies from the Virginia Department of Wildlife Resources (VDWR) under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Amanda Heslep at amanda.j.heslep@nasa.gov not later than 4:00 pm Eastern Standard time on Friday, August 18, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
