About this opportunity

The United States Secret Service is issuing a Request for Information (RFI) to identify vendors capable of providing wetland and stream mitigation credits in the Middle Potomac-Anacostia-Occoquan Federal HUC 8-Digit Watershed. This procurement is necessary to meet regulatory compliance requirements imposed by the Maryland Department of the Environment (MDE) and the United States Army Corps of Engineers (USACE) following planned improvements at the James J. Rowley Training Center. Interested vendors must submit responses not exceeding 20 pages (excluding cover and company information) that address capability statements, potential risks, vendor assumptions, and technical suggestions. The RFI was posted on July 16, 2025, with responses due by July 25, 2025, though one government file indicates an earlier deadline of July 7, 2025 at 12 NOON Eastern Time. This RFI is explicitly for information gathering and planning purposes only and should not be considered a guarantee of future contract award. Responses should be submitted electronically to John Akin at John.akin@usss.dhs.gov, and the Secret Service reserves the right to use this information to develop subsequent acquisition requirements.

The procurement carries no set-aside designation at this time; however, the Secret Service may consider a small business and/or socioeconomic set-aside based on vendor responses received. The specific mitigation requirements total 6.81 wetland mitigation units and 449 functional feet of stream mitigation to satisfy the MDE's "no net loss" requirements under COMAR 26.23.04.03 and the USACE requirements under the 2008 Federal Mitigation Rule. No incumbent contractor or award value has been disclosed in this pre-solicitation notice. The RFI is restricted to contract holders in NAICS 541620 (Environmental Consulting Services). Future solicitations, if issued, will be posted on SAM.gov, and the solicitation number for reference is 70US0925R70093095.
