About this opportunity
The Department of Justice's Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has issued a Special Notice for the replacement of the Wet Electrostatic Precipitator (WESP) Automatic Valves at the National Laboratory Center in Beltsville, MD. The ATF intends to negotiate a sole-source award with Valley Instrument Company Inc. of Exton, PA for this requirement.
The purpose of this Special Notice is to communicate the ATF's intent to award a sole-source contract to Valley Instrument Company Inc. due to their proprietary rights over the equipment and software used in the specialized WESP system. The WESP is critical equipment that purifies black smoke into water vapor, and the technicians from Valley Instrument Company possess the unique knowledge and expertise required to maintain and repair the system. Replacing the entire WESP system would be extremely costly, while the valve replacement is a time-sensitive repair. Valley Instrument Company is the only contractor capable of performing this work due to their proprietary rights and specialized knowledge of the ATF's WESP system. This is not a request for quotes or proposals, and the due date for this requirement is September 6, 2024.
