About this opportunity

The Defense Logistics Agency Aviation (DLA-Aviation) is seeking market research responses for a wet chemical cleaning line project at Fleet Readiness Center Southwest in San Diego. The project requires a turn-key solution to remove existing equipment and design, fabricate, and install new tanks and equipment for processing metal parts using various chemical cleaning methods including titanium cleaner, metal spray stripping, stainless steel passivation, and alkaline metal stripping. The system must integrate with the Navy's existing Direct Digital Control (DDC) system and provide updated graphics for remote monitoring. Potential vendors must submit their capabilities via email by March 12, 2025, with responses not exceeding ten pages. The government intends to solicit and negotiate with potentially a single source under FAR 6.302 authority, and responses are voluntary with no guarantee of contract award.

The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractor is mentioned. Vendors are requested to provide details about their company size, manufacturing status, potential subcontractor partnerships, and a comprehensive basis of estimate for the total financial budget. The project requires comprehensive services including technical data delivery, shipping, unloading, rigging, installation, equipment removal, compliance with MIL-STD-130N labeling standards, and on-site training for operators, maintenance, electrical, and mechanical personnel. While no specific budget range is disclosed, interested companies are asked to provide a detailed estimate capturing total procurement requirements. The final procurement method will be determined based on the market research responses received, with the primary location of performance being Naval Air Station North Island in San Diego.
