About this opportunity
The USDA Agricultural Research Service intends to issue a Request for Proposal for Uninterrupted Power Supply electrical modifications at the Western Regional Research Center in Albany, California. The project addresses a critical safety issue where three existing Eaton 93E 40kVA UPS systems are currently connected to the same distribution panels, creating potential for catastrophic failure or load dump due to back feed conditions. The contractor must provide all labor, tools, materials, equipment, and supervision to reconfigure these systems into individual 20kVA units operating in a parallel redundant configuration, delivering a total of 60kVA backup power capacity. The contract will be awarded based on Lowest Price Technically Acceptable criteria, with the government reserving the right to conduct discussions for proposal clarifications. Solicitation documents are expected to be available on SAM.gov around August 2, 2025, with proposals due approximately September 2, 2025, by 4:00 p.m. EST via electronic submission to angela.wingert@usda.gov.
This procurement is designated as a Total Small Business Set Aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19 million. No incumbent contractors or current service providers are identified in the notice. The contract performance period is approximately 90 calendar days from Notice to Proceed issuance. Bid bonds are required for proposal submission, and the successful offeror must provide both performance and payment bonds. The solicitation will include an option for interested contractors to schedule site visits, with specific details to be provided in the final RFP documentation. All proposals must be submitted electronically, and contractors are responsible for monitoring SAM.gov for any amendments or changes to the solicitation.

Update #2 · Latest ·
The USDA, Agricultural Research Service, intends to issue a Request for Proposal (RFP) for Uninterrupted Power Supply (UPS) Electrical Modifications at the Western Regional Research Center, located in Albany, California.
BACKGROUND: Currently the UPS systems all connect to the same distribution panels through additional isolated mechanical lugs as a parallel system. The UPS systems are configured as three individual UPS systems. With the current programing, the UPS systems should be connected to individual load distribution panels and not the same connections points. This current configuration may cause a back feed of one or both UPS systems resulting in a catastrophic failure or a load dump.
REQUIREMENT: The contractor shall provide all labor, tools, material, equipment, and supervision for the UPS Electrical Modifications. Due to existing building infrastructure restrictions and power limitations, all three Eaton 93E 40kVA UPS systems will need to be reconfigured to 20kVA in a parallel redundant system. The Contractor will provide the services for all electrical rework and the required panels, per the Statement of Work. This will provide a total of 60kVA of backup power to provide to the USDA existing loads.
