About this opportunity

The Bureau of Land Management seeks a firm-fixed-price LiDAR survey of six parcels totaling approximately 2,120 acres across the Ruby Mining District in western Alaska, with quotes due September 14 at 1500 Alaska Daylight Time. The procurement is a 100% women-owned small business set-aside, restricting competition to registered or certified WOSB concerns. Questions closed September 9 at 1200 ADT.

Place of performance is the BLM Fairbanks District Office, 222 University Avenue, Fairbanks, Alaska. Performance runs October 1, 2026 through September 30, 2027, with geospatial deliverables due August 1, 2027 and a final report due August 31, 2027. The survey areas are Long Creek (750 acres), Poorman Townsite (710 acres), Trail Creek (360 acres), Greenstone Creek (160 acres), Flat Creek (100 acres), and Solomon Creek (41 acres).

Technical requirements mandate a nominal pulse spacing under 0.35 meters, 0.5-meter bare-earth Digital Terrain Model, standard ASPRS bare-earth point cloud classification, minimum 50 percent swath overlap with at least two flight lines per area, and swath-to-swath vertical accuracy not exceeding 5.0 centimeters RMSE. Data collection must employ an RTK or PPK GNSS receiver; PPP GNSS/INS solutions are not acceptable. Collection may use fixed-wing or UAS platforms; UAS-based or hybrid approaches require 2024 NDAA compliance and approval from the Department of Interior's Office of Aviation Services per OPM-11 sections 5, 6, and 7. Data must be collected under cloud and fog-free conditions with snow-free ground. Deliverables include 1,000-meter x 1,000-meter tiled LAZ 1.4 point clouds and 0.5-meter GeoTIFF DEM/DSM rasters in NAD83/Alaska Albers coordinate system and NAVD88 Geoid 12B with FGDC-compliant metadata. A licensed Professional Land Surveyor is not required. The contractor funds all transportation, including rotary-wing access for southern areas. Service Contract Act wage determination 2015-5687 Revision 31 applies. Award will be made to the responsible offeror with the lowest price among technically acceptable proposals. The BLM reserves the right to award multiple contracts. NAICS 541370, PSC R404.
