About this opportunity
The U.S. Army Corps of Engineers Engineering District Louisville is seeking construction services for the West Fork Lake Outlet Works Right Training Wall Gutter Repair project. This solicitation is exclusively open to contractors within the MATOC pool W912QR21D0028 through W912QR21D0034, who specialize in Operations and Maintenance (O&M) for Civil and Military Projects in the Great Lakes and Ohio River Division. The primary project objectives include installing a functioning gutter at the base of a dam, removing damaged concrete on an adjacent monolith, and properly disposing of existing gutter debris at a licensed facility. Proposals must be submitted no later than 12:00 PM Eastern Time on June 26, 2025, with the understanding that the government may award the contract based on initial proposals without further discussion. Contractors are expected to coordinate with the Contracting Officer's Representative (COR) and adhere to federal, state, and local regulations throughout the project.
The solicitation is designated as a HUBZone set-aside, targeting small businesses in historically underutilized business zones. The project will be performed in Waynesville, Ohio, with a specific work window between August 15 and October 31, 2025, during low lake levels. Contractors must implement erosion control measures and are prohibited from driving machinery on the concrete sill. The technical specifications include precise concrete rehabilitation requirements, such as using 6-inch concrete with f'c = 5000 psi, #4 rebar reinforcement, and specific installation techniques. While the exact award value is not explicitly stated, the project involves detailed construction and repair work with strict environmental and quality assurance controls. The scope of work includes working around existing netting and rock anchors on adjacent slopes, ensuring their integrity remains uncompromised during concrete placement.
