About this opportunity
NOAA's National Marine Fisheries Service West Coast Regional Office is seeking a vessel charter to support underwater abalone surveys and research at San Clemente Island, Cortes Bank, and Tanner Bank. The procurement requires a commercial passenger or research vessel capable of safely transporting and accommodating 10 SCUBA divers and 5 rebreather divers for three separate 5-day trips, while providing air and nitrox for filling SCUBA tanks. The vessel must support research objectives focused on gathering data about abalone abundance, distribution, habitat suitability, and disease susceptibility to support recovery and management plans for endangered white abalone. The government will evaluate offers based on technical approach and capability, with the non-price technical solution being significantly more important than price. Key dates include inquiries due by September 3, 2025 at 1:00 PM Pacific Time and quotes due by September 8, 2025 at 1:00 PM Pacific Time.
This solicitation has no set-aside designation and no current contractors or incumbents are identified in the documentation. The contract period of performance spans from the contract award date through December 31, 2026, with target survey dates planned for late summer, fall, or winter of 2025 and 2026. The total requirement encompasses 15 days of vessel support across three 5-day trips, with the vessel conducting SCUBA-based transect surveys between 15-65 meters depth and up to three dive rotations per day. The place of performance is Los Angeles County, California, serving as the departure point for research operations at the three designated survey locations. The vessel must also provide meals, emergency oxygen, high-pressure compressor capabilities, and a small chase boat to support the diving operations.
