About this opportunity
The U.S. Army Corps of Engineers Los Angeles District is soliciting proposals for a Design-Build Multiple Award Task Order Contract (MATOC) for construction services supporting Sustainment, Restoration, and Modernization (SRM) projects, minor MILCON, and civil works programs across military installations and federal agencies. The procuring agency will evaluate proposals through a two-phase process, with Phase 2 offerors receiving a Seed Task Order, and will assess contractors' qualifications and capabilities in design-build construction methodologies. Key contract requirements include the ability to perform new construction, renovation, repairs, preventative maintenance, and operational support services at facilities throughout the Southern California region. The solicitation includes procedures for on-off-ramping of contractors as determined appropriate by the government. The deadline for proposal submission is December 15, 2025, with amendments issued through December 10, 2025, providing updated contract sections.
This is a 100% Small Business Set-Aside opportunity with no current incumbents identified in the solicitation notice. The contract will support military installations including March Air Reserve Base, Edwards Air Force Base, Vandenberg Space Force Base, Fort Irwin, Camp Pendleton, and Port Hueneme, as well as Department of Veterans Affairs, Department of Interior, and Customs and Border Patrol facilities. The government anticipates awarding up to six Indefinite Delivery Contracts with a combined maximum value of $99,000,000 over a five-year contract period, whichever occurs first. The primary place of performance is Los Angeles, California, though work may extend throughout the South Pacific Division Area of Responsibility, including districts in the Southern California region and adjacent areas.
