About this opportunity
The National Oceanic and Atmospheric Administration seeks directional boring, trenching, and underground conduit installation at its West Bank NWLON tide station in Bayou Gauche, Louisiana, with quotes due June 3 and questions due May 20. This is a Total Small Business set-aside.
Place of performance is Bayou Gauche, Louisiana. The contractor shall bore beneath Louisiana Highway 306 and install a 2-inch diameter conduit extending approximately 200 feet from the water level monitoring station to a meteorological station location across the highway, with final end location determined by NOAA post-award. The contractor provides all services, personnel, and equipment; obtains required permits; locates underground utilities prior to excavation; and is liable for damages to utilities from boring operations. Conduit shall be buried at contractor-determined depth beneath the road and 1 to 3 feet deep through the grass lot. The contractor installs access boxes (12 to 18 inches above grade) at both ends and places a pull line inside the conduit for NOAA's subsequent electrical wiring installation.
The NAICS code is 238990, All Other Specialty Trade Contractors, with a $19 million size standard. Period of performance is 90 days from award on a firm-fixed-price basis, FOB Destination. Quotes remain valid for a minimum of 60 days. Evaluation uses three pass/fail criteria: technical acceptability and relevant experience within the past two years, past performance on related contracts, and price. Contractors must complete a Past Performance Information Form referencing up to three relevant contracts from the last three years. A site visit is highly recommended but not required; interested vendors should contact Grace Gray at grace.gray@noaa.gov or 757-359-8412. Applicable wage rates are specified under SCA WD 2015-5189, Revision No. 33, dated April 29, 2026, and include Executive Order 14026 minimum wage requirements of $15.00 per hour with annual adjustments.
