This is a notice of intent to negotiate a sole-source contract pursuant to the authority of 41 U.S.C. 1901, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to negotiate a contract with MapBox, Inc. (MapBox), of Washington D.C., for the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), who has a requirement for five (5) years of commercial Application Program Interface (API) services for use in web (on-line) or downloadable (off-line) applications, including unlimited web map base layer street maps, satellite maps and geocoding/address lookup to support services to support the dissemination of geo-referenced emergency response imagery web delivery requirements through: https://storms.ngs.noaa.gov. MapBox is the only known supplier to provide an on-line/off-line API that also support vector tiles compliant with widely recognized MapBox open Vector Tile Specification. Consequently, MapBox is the only known responsible source that can provide the API services required for this procurement.
