About this opportunity
The Naval Sea Systems Command seeks procurement, delivery, and on-site assembly of a turnkey weatherproofing system for 41 stored modular workspace units, with responses due November 20, 2026. The procurement is a Total Small Business set-aside.
Place of performance is 4363 Missile Way, Port Hueneme, CA 93043. The description places the requirement at Naval Base Ventura County, where the units are staged outdoors pending final installation within a designated facility structure. The units comprise thirty 12-foot-by-36-foot modules and eleven 12-foot-by-16-foot modules.
The system must be heavy-duty, non-chemical, and custom-fitted on-site, covering each unit from the bottom chassis to the roofline while excluding the bottom 3-foot poly stilts. It must suit coastal exposure, resisting UV degradation, salt-spray weathering, and marine moisture, and withstand high winds per manufacturer-approved installation guidance. Attachment methods that damage the units are prohibited unless approved. Individual wrapping is the standard approach. Grouped wrapping of adjacent modules may be considered where site conditions or unit spacing make individual wrapping impracticable, provided the same level of protection and performance is maintained. Scope includes full surface preparation, precision fitting and sealing, quality assurance verification, and maintenance inspections every 60 to 90 days for 12 months after acceptance.
The NAICS code is 238390, Other Building Finishing Contractors, and the PSC is L056, Technical Representative- Construction And Building Materials. The notice was posted November 6, 2026.
Notice text
To address facility workspace capacity requirements at Naval Base Ventura County, forty-one (41) wood-framed modular workspace units have been procured and will ultimately be assembled within a designated facility structure. The modules are currently stored outdoors in designated staging areas pending final installation. This requirement is for the procurement, delivery, and on-site assembly of heavy-duty, non-chemical weatherproofing systems to protect the modular units from environmental degradation during temporary outdoor storage, including rain, wind, ultraviolet exposure, and marine moisture in a coastal environment. The required system is a complete turnkey weatherproofing solution for forty-one (41) stored modular units consisting of thirty (30) 12 feet x 36 feet units and eleven (11) 12 feet x 16 feet units. The system must be custom-fitted on-site and provide durable, tightly secured, weather-resistant protection from the bottom chassis to the roofline, while excluding the bottom 3-foot poly stilts from coverage. Individual wrapping is the standard approach; however, grouped wrapping of adjacent modules may be considered where site conditions or unit spacing make individual wrapping impracticable, provided the same level of protection and performance is maintained. Functionally, the weatherproofing system supports preservation of the modular units structural condition and serviceability during long-term outdoor storage until installation. The system must be suitable for coastal outdoor exposure, resist UV degradation and salt-spray weathering, withstand high-wind conditions in accordance with manufacturer-approved installation guidance, and avoid damage to the modular units through unapproved penetrating attachment methods. The requirement also includes full surface preparation, precision fitting and sealing, quality assurance verification, and recurring maintenance inspections every sixty (60) to ninety (90) days for twelve (12) months after acceptance to ensure continued weather-tightness and identify any moisture intrusion or system degradation.
