THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT WEATHERBELL IS THE ONLY VENDOR THAT MANUFACTURES AND DISTRIBUTES THE SPECIFIC LICENSES REQUIRED, THEY HAVE NO AUTHORIZED RESELLERS. THEY ARE THE ONLY PROVIDER TO INCLUDE ACCESS TO THE CANADIAN GLOBAL ENSEMBLE PREDICTION SYSTEM INDIVIDUAL ENSEMBLE MEMBERS AND DATA USING BOX-WHISKER PLOTS AT SPECIFIC LOCATIONS. WEATHERBELL UTILIZES MORE METEOROLOGICAL FIELDS ASSOCIATED WITH THE EUROPEAN ENSEMBLE PREDICITION SYSTEM AND GLOBAL ENSEMBLE FORECAST SYSTEM, INCLUDING VISUALIZED USING BOX-WHISKER PLOTS, THAN THEIR COMPETITIORS. THE VISUALIZATIONS OF THESE DATA FIELDS MAXIMIZES THE NATIONAL WEATHER SERVICES’S FORECASTER’S ABILITIES TO EFFECTIVELY ANALYZE METEOROLOGICAL UNCERTAINTY IN FUTURE FORECASTING SERVICES. GOVERNMENTALLY OWNED SOFTWARE AND CAPABILITY DOES NOT ALLOW THE DISPLAYS AND/OR THE ABILITY TO ANALYZE THE DATA.
